GLOBAL COOPERATION AND TRAINING FRAMEWORK
Taiwan and the U.S. are dedicated to building a comprehensive, durable and mutually beneficial partnership. Both sides signed an MOU to establish the Global Cooperation and Training Framework (GCTF) in June 2015. Under the GCTF, Taiwan and the U.S. co-host training programs and enhance multilateral cooperation in the region. Officials and experts from the Indo-Pacific are invited to strengthen capacity building in the region. The GCTF has allowed Taiwan to build up its partnerships with regional countries and further expand its international presence. Taiwan and the U.S. regularly hold GCTF Joint Committee meetings to review events of the year and decide on prospective areas of cooperation for the coming year.
Over the past five years, the GCTF has held 29 international workshops on such topics as public health, law enforcement cooperation, women’s empowerment, energy efficiency, e-commerce, cybersecurity, humanitarian assistance and disaster relief (HA/DR), and media literacy. Nearly 1,600 officials and experts from 68 countries have participated in these events. Japan became a full partner of this framework in 2019, and has joined Taiwan and the U.S. in cohosting all GCTF workshops and its Joint Committee meetings since then. Moreover, we have like-minded countries, including Australia, Guatemala, the Netherlands, and Sweden, cohosted GCTF workshops. The GCTF International Austronesian Language Revitalization Forum held in Palau in September 2019 was the first GCTF event to take place outside of Taiwan. The first online workshop for Latin America under the GCTF took place in September 2020. We welcome more like-minded countries to participate in the GCTF and further expand cooperation under it.
