The PRC’s continued attempt to distort UN General Assembly Resolution 2758 and WHA Resolution 25.1 as a legal basis for excluding Taiwan from international participation is inconsistent with the facts.
The UNGA Resolution 2758 does not mention Taiwan, nor does it authorize the People’s Republic of China to represent Taiwan in the United Nations system. The resolution only addressed the issue of China’s representation in the UN and did not determine Taiwan’s sovereignty status or deny Taiwan the right to participate in international organizations. The PRC’s deliberate conflation of its “One China Principle” with UN resolutions is misleading and does not contribute to regional stability or global cooperation.
The 23 million people of Taiwan have made substantial and widely recognized contributions to global public health, medical cooperation, and pandemic prevention. Excluding Taiwan from the World Health Assembly undermines not only the health rights of the Taiwanese people, but also the WHO’s principle of “Leave No One Behind,” and weakens global health security and international disease prevention cooperation.
This Office calls on the international community to recognize the facts and legal realities surrounding UNGA Resolution 2758, oppose any attempt to misuse the resolution to suppress Taiwan’s international participation, and support Taiwan’s meaningful participation in the WHO and related international mechanisms in a professional, pragmatic, and constructive manner for the benefit of global health and public welfare.
