2022 Ministry of Education Taiwan Scholarship

About

The Taiwan Scholarship aims to encourage outstanding international students (excluding students from mainland China, Hong Kong or Macau) to pursue a university degree in Taiwan.

The scholarship is managed in accordance with Taiwan Scholarship Program Directions (see Appendix 1) of the Ministry of Education of the Republic of China (Taiwan).

Scholarship Value

Scholarship recipients will receive the following:

  1. Tuition and Miscellaneous expenses: Up to NT$40,000 per semester to cover tuition and miscellaneous fees (including credit fees). If the combined total of tuition and fees exceeds NT$40,000, the scholarship recipient will be liable for any outstanding amount. The following items are not covered by the scholarship: administrative fees, thesis advising fees, insurance premiums, accommodation, and internet access.
  2. Stipend:  Monthly living allowance to cover living expenses during staying in Taiwan. Recipients pursuing an undergraduate degree will receive a monthly stipend of NT$15,000; recipients pursuing a graduate degree (MA or PhD) will receive a monthly stipend of NT$20,000.

For a list of universities that help cover tuition and fees that remain following the NT$40,000 scholarship payment, please refer to Appendix 4: Universities/Colleges Providing Tuition & Miscellaneous Expense Discounts for MOE Taiwan Scholarship Recipients 2022 Academic Year.

Available Scholarships

Up to two Canadian students may be selected as scholarship recipients for 2022.

Duration of Scholarships

The duration of the scholarship is based on the academic degree pursed by the recipient:

  • Bachelor degree: four years
  • Master’s degree: two years
  • Doctoral degree: four years

If a recipient completes one degree and then pursues an advanced degree, they may claim the scholarship up to a maximum of five years.

  1. The budget for the Taiwan Scholarship runs on an annual basis from September 1 until August 31 the following year. Recipients must arrive in Taiwan and officially register at their university/college by the specified deadline, unless a delay has been approved by their university and the MOE. Recipients who fail to arrive in Taiwan to register by the aforesaid deadline will forfeit their scholarship.
  2. Recipients will start receiving monthly stipends beginning the month they register at their university/college. Stipends will be disbursed until the scholarship period ends, or the recipient graduates, withdraws from studies, is suspended or expelled from their university/college, or the scholarship is revoked.

Application

We only accept applications from Canadian citizens whose permanent addresses are in provinces of Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador. If you are a resident in Western Canada, please apply to the Taipei Economic and Cultural Office in Vancouver.

Applicants must send the documents listed below to the Education Division of the Taipei Economic and Cultural Office (TECO) in Canada by March 31, 2022. Please ensure the envelope is postmarked. Failure to include any of the documents listed below will render an application incomplete. Incomplete applications will not be considered; TECO will NOT notify an applicant that their application is incomplete. Please note that no documents submitted as part of the application package will be returned to you.

An application package must include:

1. 2022 Taiwan Scholarship Application Form (see Appendix 2).

2. A copy of the applicant’s Canadian passport or other nationality certificates.

3. Authenticated or sealed copy of the highest degree and academic transcripts.

If issued by an academic institution outside of Taiwan, these documents must be authenticated by TECO in Canada or be delivered to TECO directly by the academic institution in a sealed envelope. Documents in a language other than Chinese or English must be translated into Chinese or English, and the translated documents must be authenticated.

For documents issued by academic institutions located in Greater Ottawa Region, Quebec, Newfoundland and Labrador, please refer to Document Authentication or contact Consular Service in Ottawa. For documents issued by academic institutions located at other areas in eastern Canada, please refer to Authentication - Degree / Diploma or contact Consular Service in Toronto directly.

4. A copy of a document proving the applicant has applied to a university / college in Taiwan.

Applicants must apply for admission directly to the universities/colleges by the deadlines established by each university/college.

Supporting documents including application form, remittance form showing payment of the application fee, e-mail or written notification from the university acknowledging receipt of the application.

5. A copy of a language proficiency certificate if applicable.

A copy of a test certificate or tests results demonstrating attainment of Level 3 or above on the Test of Chinese as a Foreign Language (TOCFL). This requirement only applies to students who will be studying in a program which is not taught exclusively in English.

If the English-language degree program has not been accredited by the MOE, then you must provide a document formally issued by the university to prove your degree program is fully taught in English. Please refer to 2022 List of Universities/Colleges Providing Degree Programs Taught in English to confirm.

6. Two letters of reference, signed and in sealed envelopes.

Reference letters should be written by principals or professors/instructors of the academic institution at which the applicant studied, or supervisors. Photocopies and email versions of letters of recommendation will not be accepted.

7. A copy of the Taiwan Scholarship Terms of Agreement, signed by the applicant (see Appendix 3).

The Education Division of TECO in Canada will review all complete applications. When necessary, TECO may schedule online interviews with applicants. Following review, TECO will select scholarship candidates and waitlisted candidates. All applicants will be notified of results no later than May 31, 2022.

Selected candidates must submit a photocopy of an admission letter issued by one university/college by June 30, 2022. If a candidate who is not admitted into a university/college will lose eligibility to receive the Taiwan Scholarship.

Additional Information

All scholarship recipients are automatic members of the Taiwan Alumni Association in Canada (TAAC). TAAC aims to bring individuals together who have previously studied in Taiwan and are now located in Canada. Anyone interested in experience-sharing, engaging in dialogue on culture or language, or networking with fellow Taiwan alumni are welcome to participate in this organization.
