FAQs - Huayu Enrichment Scholarship (HES)

1. What is the application process?

  1. Read the HES guidelines and appendices thoroughly to gain a good understanding of the program and process.
  2. Prepare all required documents and complete the application form electronically before printing and signing in ink.
  3. Submit the hardcopy application package in-person or in a postmarked envelope by the deadline (the sent date, not arrival date) .
  4. For questions, contact TECO-Canada Education Division.

2. I have been rewarded the Huayu Enrichment Scholarship for two months before. Can I apply for this Scholarships this year again?

No, previous recipients, regardless of the duration awarded, are not eligible to apply again.

3. Can I submit application package via email?

No application over the e-mail will be accepted. The HES Application Form and Terms of Agreement require an original (not digital) signature.

4. Is the scholarship enough to cover all expenses?

No. HES is a fixed monthly stipend of NT$28,000 with no other supplements. Tuition and living expenses vary between programs, cities and lifestyles. Also, HES recipients usually need to pay for air fare, rent deposit, and tuition etc., upfront. It is suggested that all HES recipients should prepare a minimum of USD $3,000 for settling in Taiwan, before collecting their monthly stipend.

5. When and how will the HES students receive scholarship?

Your Mandarin Learning Center (MLC) verifies attendance and academic performance each month before disbursing funds. No itemized expense receipts are needed to claim the scholarships. The first payment is typically made at least one month after the start of your study term. Consult you MLC for the process to claim your scholarship.

6. Can I work in Taiwan during the scholarship term?

No, working during the HES period is prohibited and may result in termination of your scholarship and visa. However, you are welcome to line up work terms after the HES term ends.

7. I am not a Canadian citizen but I'm living in Canada. Where can I submit my application to?

8. I am a Canadian living outside Canada. Where can I submit my application to? If I live in Taiwan, can I submit it to the Taiwan Ministry of Education?

No, the Taiwan Ministry of Education will NOT accept HES application directly. You will have to apply to the Education Division of TECO serving your Canadian address. Each receiving entity sets their guidelines, so make sure you check the website of the entity accepting your HES application to ensure compliance with their process.

For the addresses located in Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, PEI, or Newfoundland and Labrador, send your application to TECO in Canada (located in Ottawa). Follow TECO-Canada Application Guidelines.

For the rest of Canada, apply to TECO in Vancouver. Follow TECO-Vancouver Application Guidelines.

9. Do I need to get my degree or transcripts authenticated?
For HES, no additional authentication is needed. You should submit photocopies of your highest academic degree/certificate and relevant transcripts.

10. What if my documents are not in Chinese or English?
Documents that are not in Chinese or English must include translation.

11. I am currently studying in a university/college. Can I submit my transcripts from my current school, instead of high school?

Yes, if you have studied at your current institution for over a year, submit its transcripts instead.

12. What Chinese level is required to apply for HES?

There is no mandatory Chinese proficiency requirement. However, Test of Chinese as a Foreign Language (TOCFL) experience is considered an asset for your HES application. For upcoming TOCFL sessions in eastern Canada, visit https://roc-taiwan.org/ca_en/cat/42.html.

13. How can I choose a Mandarin Learning Center (MLC)?

HES applicants should apply to an MLC affiliated with a university approved by the Taiwan Ministry of Education. Visit https://lmit.edu.tw/lc/ and click “Find Institute” to search for recognized MLCs and programs for the criteria suit you. Generally speaking, the closer you are to Taipei, the easier to get by using English and the higher expensive living expenses are.

14. What MLC documents are required throughout the HES process?

At the application stage, proof of “MLC application” (e.g. application form, comfirmation of application receipt, etc.) is required. After the scholarship selection, the selected candidates are required to submit their “MLC admission letter” to finalize the scholarship status. Refer to HES guidelines for submission deadlines.

15. I heard Canadians have 3-6 months visa exemption to visit Taiwan. If my study term is within this period, will I need a visa?

The 3-6 months visa exemption is only for tourists. All HES recipients are required to apply for a visa to stay in Taiwan, regardless of duration.

16. What kind of visa should I get as a HES recipient?

For stay less than 6 months, apply for a “Visitor Visa for study purpose”. For stay 6 month and longer, apply for a “Resident Visa for Studying Mandarin Chinese”.

17. Where should I apply to? What is the application process?

Visa application is a separate process from HES. Visit https://roc-taiwan.org/ca_en/post/173.html to find out which TECO services your permanent address for visa applications. Go on the respective TECO webpage for the process.

18. When should I apply for a visa?

You can start researching the process and gathering the required documents at any time. A health check is required for resident visa applications and processing times vary depending on the availability of local medical service. When all documents are ready, it is usually suggested to submit 2 months before your departure. Consult the TECO you are applying to for further guidance.

19. Can my scholarship be revoked?
Yes, if you fail to register in person at your chosen MLC by the specified deadline or violate scholarship terms, your scholarship may be revoked. Refer to Section #9 and #10 in Appendix 1of the HES guidelines for details on maintaining your scholarship status.

20. If I am awarded the scholarship for this academic year, but am unable to travel to Taiwan as originally planned, can I delay to the next academic year?

No, the scholarship cannot be deferred to future scholarship years. The approved HES terms must be used within the same scholarship year. If you are unable to attend, you must reapply in a future year and go through the competition again.
