- In accordance with the mutual licensing arrangements between Taiwan and B.C., any individual from Taiwan who holds a valid Class A, B, C, D, or E (motor car) driver’s licence issued by Taiwan with more than two years on non-learner driving experience, after having taken up residence in B.C., can apply for an exchange of this licence for a B.C. Class 5 driver’s licence, without additional driver training or driver skill testing. Drivers with less experience will be placed in BC’s Graduated Licensing Program, and once the needed additional experience has been gained, will need to complete BC tests before graduating out of the program to access a full privilege BC Class 5 licence. Those applicants who have taken BC driver skill testing and have not passed cannot apply for an exchange of Taiwan driver’s licence for BC driver’s licence. They have to pass the driver skill testing prior to obtaining a BC driver’s licence.
- The driver's license exchange agreement is exclusively between British Columbia and Taiwan. Consequently, we exclusively accept applications from individuals holding Canadian and/or Taiwanese citizenship.
- Application Procedure:
Step 1: Applying to Taipei Economic and Cultural Office, Vancouver, for an authenticated translation of the applicant’s Taiwan driver’s licence:

- Complete an Application form for authentication.
- Complete the ICBC MV2943 Form. (Fill in the month with English abbreviations. For example, 05/JUN/1968)

- Present a valid original copy of Taiwan passport.
- Canadian passport holder must present a valid Canadian passport and a valid ARC.
(3) Present an original copy of driver’s license issued by Taiwan (Class A, B, C, D, or E for motor cars).
(4) Fee: CAD$20. Payment is ONLY accepted in Canadian dollar by Cash or Money Order or Bank Draft (payable to "TECO in Vancouver").
(5) Self-addressed XPRESSPOST return envelope for mail-in applications.
(6) The instructions are only for reference. If there is any doubt or incompleteness, the current law or regulations should be applied.
Step 2: Applying to Insurance Corporation of British Columbia (ICBC):
(1) Visit any ICBC location and provide a copy of the completed English translation of the Taiwan driver’s license authenticated by Taipei Economic and Cultural Office, Vancouver.
(2) Present an original copy of driver’s licence issued by Taiwan (Class A, B, C, D, or E for motor cars).
(3) Provide ICBC an original “Verification Certificate of Driver’s Licence” (VCDL) issued by a Taiwan Vehicle Office.
(4) Provide proof of identity and residency required by ICBC.
(5) Fee for driver's licence.
(6) Surrender Taiwan driver’s licence in exchange for B.C. driver’s licence, as applicable.
