PLEASE NOTE
- Jurisdiction: This office ONLY certifies documents issued or notarized by competent authorities in and for British Columbia, Alberta, Saskatchewan, Northwest Territories and Yukon.
- Payment is ONLY accepted in Canadian dollar by Cash or Money Order or Bank Draft or Certified Cheque, which must be made payable to "TECO in Vancouver". Personal cheque is NOT accepted. Please note that the bank draft must include Magnetic Ink Character Recognition (a series of number on the bottom of the bank draft ), otherwise the bank draft will not be accepted.
- Application Hours: Monday to Friday (except statutory holidays)
- 9:00 am - 12:00 pm: by appointment only (Online booking system: tecovancouver.com)
- 12:00 pm - 2:00 pm: walk-in services (Limited to 40 applicants. No walk-ins on the last working day of the month.)
- The Normal Processing Time is at least 10 working days. However, a maximum period up to TWO months might be expected if your application should be confirmed by a third authority. If your application should be forwarded to the Ministry of Foreign Affairs in Taiwan for approval, the processing time will be extended to a maximum of SIX months.
- Applicants who hold the older version of the Certificates of Birth, Death or Marriage should obtain the current version of the certificates, before submitting to our office for authentication.
- Please complete the Application Form for Authentication. All types of application forms including the attached are freely available at our counter and can be downloaded from our website or requested by phone or fax. This office has been receiving high call volume. If you encounter any difficulties in reaching our staffs, please leave your name, question, and phone and fax numbers in our voice message system. We will respond to your enquiry as soon as we can.
- To have your application returned by mail, a self-addressed stamped XPRESSPOST return envelope should be enclosed. If you live outside Canada, proper postage should be enclosed. (International Xpresspost CAD $100.00).

Application Procedures
- If you live IN the Greater Vancouver Area (GVA), you must apply in person or by your agent. An agent can be any capable adult you delegate.
- If you live OUTSIDE the GVA, you can apply by mail or your agent. If the application is lodged by an agent, either (1)a notarized letter of attorney or (2)a notarized duly completed application form must also be attached. Otherwise, the application will be rejected.
Driver's License
Please Note: This office ONLY certifies formal Driver's Licenses such as the "CLASS 5" ones in BC, Alberta, and Saskatchewan. Learner's Licenses are not accepted.
Documents and Fee Required:
- To apply IN PERSON, you should submit: (1)Your valid original passport. (2)Your original Driver's License. (3)Application fee: CAD$20 for each English version. (4)Completed Application Form for Authentication. (5)XPRESSPOST return envelope if required.
- To apply BY MAIL or your AGENT, all of the documents listed above should also be submitted, if apply from outside of Canada, a photocopy of your passport can be used in lieu. Your agent should also provide her/his personal photo identification and an authorization letter.
Police Record
Documents and Fee Required:
- To apply IN PERSON, you should submit: (1)Your valid original passport. (2)Your original RCMP Nationwide Police Record. (3)Application fee: CAD$20 for each English version. (4)Completed Application Form for Authentication. (5)XPRESSPOST return envelope if required.
- To apply BY MAIL or your AGENT, all of the documents listed above should also be submitted, if apply from outside of Canada, a photocopy of your passport can be used in lieu. Your agent should also provide her/his personal photo identification and an authorization letter.
Birth Certificate
Please Note:
- This office only certifies "Large or Framing Size" birth certificates issued by the Vital Statistics authorities in our service area.
- Applicants who hold the older version of the Certificate of Birth, should apply the current version, before submitting to our office for authentication.
- A Birth Certificate issued by the authorities concerned should be submitted with your application. For further information on the application of Birth Certificate in BC, Alberta, or Saskatchewan, please read the following information for your reference.

(3)Translated version of the certificate in Traditional Chinese, if needed. A sample format can be downloaded from our website. (4)Application fee: CAD$20 for each English version. CAD$20 for each translated version. (5)Completed Application Form for Authentication. (6)XPRESSPOST return envelope if required.

Marriage Certificate
Please Note:
- This office only certifies "Large or Framing Size" marriage certificates issued by the Vital Statistics authorities in our service area.

- A Marriage Certificate issued by the authorities concerned should be submitted with your application. For further information on the application of Marriage Certificate in BC, Alberta, or Saskatchewan, please read the following information for your reference.

- If you are married to a ROC national and wish to do House Registration in Taiwan, you must authenticate the Chinese version of your marriage certificate along with a Declaration of your Chinese name. Please refer to the form Declaration of Chinese name by foreign spouse.
Please Note: once the English version is authenticated by TECO Vancouver, the Chinese translation and the Declaration of Chinese name by foreign spouse could be applied through a notary public in Taiwan.

Death Certificate

Diploma/Degree

- To apply IN PERSON, you should submit: (1)Your valid original passport. (2)Your original diploma. (3)Translated version of the diploma in Traditional Chinese, if needed. (4)Sealed official transcript, if needed. (5)Application fee: CAD$20 for each English version. CAD$20 for each translated version. Passport
Documents and Fee Required:
- To apply IN PERSON, you should submit: (1)Your valid original passport. (2)Canadian passport: a certified true copy of the passport issued by Passport Canada is required, or (3)Other country’s passport: a certified true copy of the passport issued by its Consular General office is required. (4)Application fee: CAD$20 for each copy. (5)Completed Application Form for Authentication. (6) self-addressed XPRESSPOST return envelope if required.
