Taiwan Shares Climate Resilience and Disaster Management Experience at ARISE Cities Forum 2026!
Ambassador Dr. Mumin Chen participated as a panelist in the ARISE Cities Forum 2026 on October 28 in New Delhi, joining representatives from international financial institutions and development organizations for a discussion on “Financing Climate Action: Shaping Instruments, Policies, and Institutions for Urban Transitions in India.”
Building Climate Resilience Through Better Governance
Drawing on Taiwan’s experience, Ambassador Chen highlighted the growing challenges posed by climate change and natural disasters. As an island nation, Taiwan is particularly vulnerable to typhoons, floods, and earthquakes. He noted that the average annual number of natural disasters in Taiwan has increased from 4.2 in the 1950s–1970s to 8.7 since the 1980s.
Ambassador Chen emphasized that effective climate action is not simply about securing more funding, but also about making better use of available resources. Strong coordination among central and local governments, civil society, and NGOs, together with effective risk assessment and early warning systems, is essential to strengthening disaster preparedness and urban resilience.
Taiwan Stands Ready to Work with Global Partners
Ambassador Chen also introduced the recently established World Disaster Management Alliance, highlighting Taiwan's commitment to international cooperation and knowledge sharing in disaster management.
He invited representatives of participating countries and cities to explore opportunities for collaboration with Taiwan in disaster preparedness, risk management, and climate adaptation.
Climate change knows no borders. Through international partnerships and shared expertise, Taiwan is committed to building safer, more resilient, and sustainable communities for all.
