The Taipei Representative Office in the Netherlands invites citizens of the Kingdom of the Netherlands to apply for the 2024 Huayu Enrichment Scholarships (HES), offered by the Ministry of Education (MOE) of Republic of China (Taiwan).
This scholarship aims to encourage Dutch students and individuals to study Mandarin in Taiwan in order to provide them with opportunities to increase their understanding of Taiwanese culture and society, and to promote mutual understanding and interactions between Taiwan and the Netherlands.
Award Value
A monthly stipend of 25,000 NTD.
Duration
Applicants can apply for the following award periods, corresponding to their planned duration of study in Taiwan: three months, six months, nine months, or twelve months, although a very limited number of nine-month or one-year scholarships will be awarded.
The scholarship award duration must fall between 1 September 2024 and 31 August 2025. If recipients fail to come to Taiwan for enrolment during the designated time, they will forfeit their right to retain their scholarships.
Eligibility
Applicants must be Dutch nationals above the age of 18, possess a high school diploma or above, demonstrate excellent academic performance, and be of good moral character.
Candidates with one of the following qualifications are ineligible to apply:
- Is an overseas Chinese student or a national of the R.O.C. (Taiwan).
- Is currently registered as a student at a Mandarin Language Centre or has sought a degree from a university or college in Taiwan.
- Has previously received a HES or a Taiwan Scholarship.
- Is an exchange student to Taiwan, during the scholarship period.
- Is currently receiving financial benefits from the Taiwan government or another educational institution.

Application Instructions
All applicants who meet the eligibility requirements above are welcome to submit an application. Please mail the application documents to the Taipei Representative Office in the Netherlands at the address listed below before the deadline. A complete application must include all of the following documents:
- An application form
- A photocopy of the applicant’s Dutch passport or any other documents that can verify the nationality of the applicant.
- A photocopy of the highest degree diploma and academic transcripts. Documents in a language other than Chinese or English must be translated into Chinese or English.
- A photocopy of the proof of application to a recognised Mandarin language centre.
- Two English letters of recommendation signed by the applicant’s employers, principals, professors or supervisors.
- A duly signed copy of the Terms of Agreement Ministry of Education Huayu Enrichment Scholarship Program (HES).
Please note that all applicants are responsible for applying to their chosen language centre independently prior to submitting an application for the scholarship. A list of recognized language centres can be found below.
The Taipei Representative Office in The Netherlands may request the authentication of the documents in some cases before the scholarship is awarded.
Selection Procedure
The deadline for the Huayu Enrichment Scholarship application is 10 April 2024.
After the process of document review, the Taipei Representative Office in the Netherlands may require a personal interview. Successful candidates will be notified by 31 May 2024.
A successful candidate is required to submit a copy of the admission letter of their language centre to the Taipei Representative Office in the Netherlands before 30 June 2024. Candidates who do not send their documents before the deadline will be disqualified from the scholarship selection process.
The Taipei Representative Office in the Netherlands will send a scholarship award certificate to all qualified recipients before the end of July 2024.
