DOCUMENTS REQUIRED (Filled out in Chinese)
- Overseas Compatriot Identity Certificate application form
- Please fill out the application form in Traditional Chinese with clear handwriting.
- The sections within the red boxes on the back of the application form are to be completed by the issuing authority; applicants should not fill these sections.
- The "Signature" section on page 1 must not be left blank. Regardless of whether the application is made in person or not, the applicant must sign personally.
- For minors under the age of 7 or those under guardianship, their legal guardian should sign on their behalf, and write "Applicant's Full Name + (Father's Representative) or (Mother's Representative).
- Minors aged 7 but under 18 must have written consent from their legal guardian. The "Consent Form" on page 2 must not be left blank, and the legal guardian must sign it.
- In cases where there are more than one legal guardian, any one of them may exercise these consent rights or handle the application. If the legal guardian cannot personally handle the application, they may appoint an agent to do so.
- Valid Original and Copy of the Republic of China Passport.
- If the passport has expired, please apply for a passport renewal and simultaneously apply for the Overseas Compatriot Identity Endorsement.
- If the passport becomes invalid, the Overseas Compatriot Identification Endorsement will also become invalid simultaneously.
- Valid Original and Copy of the Overseas Residence Permit.
- New Zealand Passport or New Zealand Permanent Residence Permit.
- If the New Zealand passport has expired, please provide the expired New Zealand passport and the citizenship certificate.
- For those who do not hold a New Zealand passport: The New Zealand Permanent Residence Permit should be based on the Permanent Resident Visa; the visa should not have any entry or exit restrictions. If the document has an expiry date or travel restrictions, it will not be accepted.
- We does not accept paper-based visas. The New Zealand Permanent Residence Visa sticker should be affixed to the Republic of China passport. Please apply for the Permanent Resident Visa sticker from the New Zealand Immigration Department. For reference, please visit the following website:
- Initial Overseas Residence Identity Proof :
- Please submit the original and a copy of the documents proving the applicant's initial acquisition of New Zealand Permanent Residency (PR) or citizenship status. For example: proof of initial permanent residence status or citizenship certificate.
- If the applicant was a New Zealand citizen from birth, please provide the original and a copy of the first New Zealand passport.
- Apply Online & Print Travel Movement (New Zealand Entry and Exit Records).
- This is to prove continuous residence in the overseas location for at least 6 months.
- Alternatively, it can also prove that the applicant has resided in the overseas location for more than 8 months in each of the last two years.
- For individuals aged 18 and over: Travel Movements Application Form.
- For individuals under 18: Request for Another Person’s Travel Movements. This application requires additional submission of the applicant’s authorization letter, proof of parent-child relationship, and guardian’s identification documents.
- Apply for a Certificate of Entry and Exit Dates from this office. This document is issued by the Immigration Department.
- Applications can be made starting from the year of birth.
- For holders of both a Republic of China passport and a New Zealand passport:
- Complete one Certificate of Entry and Exit Dates application form with the details from the Republic of China passport.
- Complete a second Certificate of Entry and Exit Dates application form with the details from the New Zealand passport.
- For holders of a Republic of China passport and New Zealand Permanent Residency (PR) or visa (without a New Zealand passport):
- Complete one Certificate of Entry and Exit Dates application form with the details from the Republic of China passport.
- Submit a declaration stating that you do not hold a New Zealand passport.
- The application must be handled personally. If you appoint someone else to handle it on your behalf, you must sign in the authorization section on the back of the application form and ensure that all documents (sections) have been personally signed.
- For individuals under 18 years old (except those who are married):
- The legal guardians (both parents) must sign in the authorization section on the back of the passport application form and the additional visa application form to indicate their consent. They must also provide the original and a copy of documents proving the marriage and parent-child relationship.
- A household registration transcript issued within the last three months can serve as proof of both marriage and parent-child relationship.
- If a household registration transcript is not available, submit the applicant's birth certificate and the passports of both parents to confirm the parent-child relationship, along with the parents' marriage certificate or Republic of China ID cards with the registered spouse's name to verify the marriage relationship.
- For children of divorced parents, a custody consent form or an original and a copy of the court judgment must be submitted. These documents must be certified as true by a Notary Public within our jurisdiction, and then verified by our office.
- For applicants who are born out of wedlock (where the parents are not married), born before the parents’ marriage, or where the marriage has lasted less than 181 days, please see Certificate of no impediment to marriage or Divorce Decree.
- Parents should come in person to sign the consent form at our office.

- Overseas compatriots who are male conscripts should enter the country with a Republic of China passport.

If the first Republic of China passport(1) has the Overseas Compatriot Identification Certificate endorsement, but the second(2) passport did not have the transfer application, and you want to add the "Overseas Compatriot Identification Certificate Endorsement" to the current passport(3), you must reapply and submit all the documents required for the initial application for the Overseas Compatriot Identification endorsement. |
FEES
- The application for the Overseas Compatriot Identification Certificate endorsement is free of charge.
- For the application of the "Certificate of Entry and Exit Dates" is NZD 5 for one certificate and NZD 10 for two certificates.
- Only Eftpos or cash payments are accepted.
- If you are paying via bank transfer, please ensure to include the case reference number in the transfer details.
DURATION
- Regular passport applications take about 5 weeks. You will be notified via email when it is ready for pickup. Please ensure that the email address field on the application form is clearly filled in. (This does not include holidays, mailing time, or situations requiring additional documents.)
- The endorsement of the Overseas Compatriot Identification Certificate on a passport takes approximately 2 weeks. (This does not include holidays, mailing time, or situations requiring additional documents.)
- To collect your documents, you must present the receipt. If you have someone else pick up the documents for you, they must show the receipt and their identification.
- If you need the documents mailed to a New Zealand address, please prepare a self-addressed postage-paid envelope with tracking, and include the recipient's details. The office is not responsible for delays or losses once the documents are sent.
- If there are more than three applicants or if you are applying for additional endorsements or document certifications, consider purchasing a medium or large-sized envelope due to the volume of documents.
- For those living in rural or remote areas, additional Rural Delivery Service charges apply.
- If expedited delivery is required on a Saturday, you may opt for the Saturday Delivery Service.
- Please ensure you keep the tracking number for your own reference to check the delivery status.
