2025 MOE Huayu Enrichment Scholarship (HES) Program Announcement

In an effort to encourage outstanding international students to undertake degree studies in Taiwan so as to familiarize themselves with the academic environment in Taiwan, the Ministry of Education (MOE) of Republic of China (Taiwan) offers 10 scholarships (in total 120 months) to Slovak and Romanian student for the academic year 2025/26
The 2025 MOE Huayu Enrichment Scholarship (HES) awards each scholarship recipient the following:
- Monthly subsistence allowance: NTD 25,000 ≒ 736€.
- Flight tickets, Tuition fees, health insurances, administration fees, accommodation and internet access, etc. are NOT included.
- Duration of Scholarships:
- 2 months (for summer courses, i.e. June-July 2025 or July-August 2025)
- 3 months,
- 6 months,
- 9 months or
- 12 months.
With the exception of summer courses, the scholarship award duration must fall between September 1, 2025 and August 31, 2026. If recipients fail to arrive in Taiwan for enrollment during the designated time, they will forfeit their right to retain their
Scholarship funding will become effective on the date of the recipient’s enrollment. Scholarship funding will end according to the scholarship’s expiration date or if the scholarship is revoked.
4. Eligibility:
- Applicants must be a foreign national with a high-school diploma or post-secondary degree(s), with an excellent academic record, and be of good moral character.
- Applicants are ineligible if they meet the following criteria:
- Are ROC nationals or overseas Chinese students; (If one or both of parents was an ROC national at the time of applicant‘s birth, applicant is an ROC national as well and therefore not eligible to apply.)
- Are already registered or have obtained student status at any university/college in Taiwan. Graduating students pursuing further studies are exempt from this rule.
- Have already studied in Taiwan for the same level of degree as the one in which they currently intend to enroll.
- Are exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between local universities/colleges and international universities/colleges.
- Have been a recipient of the Taiwan Scholarship for over a total of five years.
- Have had, in the past, their Taiwan Scholarship or Huayu Enrichment Scholarship from the MOE revoked.
- Are recipients of any other scholarship or subsidy offered by the Taiwan government or education institutions in Taiwan. This excludes subsidies offered by universities/colleges to cover tuition and other fees exceeding the scholarship limit.
- Applicants should apply directly for admission within the deadlines specified by the university/college in Taiwan.
5.Application procedure:
- 1st Step: Fill in the online application form and upload all required documents: via the 「Taiwan Scholarship and Huayu Enrichment Scholarship Online Program System」 (https://taiwanscholarship.moe.gov.tw/Apply), select the ‘Taipei Representative Office, Bratislava and the nationality 「Slovakia/Romania」. Then, select「Huayu Enrichment Scholarship」and click on 「Add」 to complete all application data and upload the required documents.
- 2nd Step: Send the application to TROB. After completion of the online application, please mail all the original documents as listed below to Taipei Representative office, Bratislava (TROB) before March 31, 2025.
Required documents are:

- Completed HES application form printed from the online application system
- A motivation Letter (1 page, single-spaced, size 12 Times New Roman font)
- A photocopy of passport (Applicants must be Slovak or Romanian citizens)
- A photocopy of the diploma/certificate from the applicant’s highest degree
- A photocopy of the official academic transcript
- Proof of application to a Mandarin Language Center in Taiwan (such as a copy of the application form, etc.)
- Two letters of recommendation written within three months, in envelopes sealed by the letter writers from job supervisors, or the principals, professors, or teachers).
- A duly-signed "Terms of Agreement Ministry of Education HES Program"
6. Application and Selection time :
- The application period is from February 1, 2025 through March 31st, 2025.
- The applicants will be invited for interviews in April of 2025.
- Candidates and alternative candidates will be announced and informed by emails before May 31st, 2025.
- Successful candidates should submit to TROB the letter of admission to universities/colleges no later than June 15th, 2025. If a candidate fails to do so, he/she will be deemed as renouncing the award and therefore replaced by an alternative candidate.
- TROB issues Award Certificates of scholarship to awardees by July 31st 2025.
7. Award Quotas: 10 for one year (or 120 months in total)
8. Selection Criteria:
- When applicants receive an invitation for an interview, they must attend within the scheduled deadline. Failure to attend the interview will result in disqualification without notice.
- Applications must be complete in full. All incomplete applications are ineligible for consideration, and persons submitting incomplete applications will be withdrawn from the selection process without further notice.
9. Other key provisions:
(i) Scholarship applicants should apply directly for admission to language center in Taiwan within their application deadlines.
