2025 MOFA Taiwan Scholarship Program Announcement

- In an effort to encourage outstanding international students to undertake degree studies in Taiwan so as to familiarize themselves with the academic environment in Taiwan, the Ministry of Foreign Affairs (MOFA) of Republic of China (Taiwan) offers 1 scholarship to Romanian student for the academic year 2025/26.
- Scholarship recipients may study on the following:
- . The pre-degree Mandarin Language Enrichment Program (LEP): Recipients may take the LEP for a maximum of one year at Mandarin teaching institutions (hereinafter “Mandarin Training Centers”) affiliated with a university or college accredited by the Ministry of Education.
- . Degree programs: Recipients may apply for admission to any degree program leading to an undergraduate, master’s or doctoral degree, excluding in-service programs.
- Scholarship recipients will be given a monthly stipend of NT$28,000 (around 820 Euro) for the LEP and NT$33,000 (Around 970 Euro) for degree programs.
Recipients are responsible for all expenses during their stay in Taiwan.
MOFA will, in principle, not provide any other subsidies. MOFA will, however, provide recipients with one-way, economy-class plane tickets for direct flights to and from Taiwan.
- Award Period: The award period for each program is as follows:
Pre-degree LEP: one year.
Degree programs: (1) Undergraduate program: four years maximum (2) Master’s program: two years maximum (3) Doctoral program: four years maximum
Award periods must be continuous, with no breaks, and may not exceed five years in aggregate without MOFA’s consent
- The Scholarship award period starts on August 1 of the first year of study in Taiwan and ends when the award period expires, when recipients graduate, or if recipients withdraw from their studies, or if the Scholarship is terminated.
If recipients are unable to arrive in Taiwan in the August of the first year of their study, the Scholarship becomes effective from the month of their arrival. However, the award period cannot be extended.
Recipients should enroll at their educational institutions on time. Those who fail to do so without prior approval from the relevant institutions and MOFA will be deemed to have given up the Scholarship.
People who have been awarded the Huayu Enrichment Scholarship cannot elect the LEP.
- Eligibility: An applicant must meet all of the following criteria:
- Is a high school graduate or above with an excellent academic record, of good moral character, and has no criminal record.
- Is not a national of the Republic of China (Taiwan).
- Is not an overseas compatriot student.
- Has never attended an educational institution in Taiwan at the same level of degree or LEP that he/she intends to apply for.
- Is not an exchange student through any cooperation agreement between a foreign university/college and an educational institute in Taiwan while receiving the Scholarship.
- Has not previously had a Scholarship revoked by a Taiwanese governmental agency or other relevant institution.
- Application procedure: send by post all the original documents as listed below to Taipei Representative office, Bratislava (TROB) before March 31, 2025.
Required documents are:
- A Completed MOFA Taiwan Scholarship Application Form.
- A photocopy of Romanian passport
- A photocopy of the highest-level diploma or certificate of equivalent educational level and a complete grade transcript. If issued by a foreign educational institution, these documents must be authenticated by an ROC diplomatic mission, or directly mailed by the foreign educational institution the applicant attended to the educational institution they plan to matriculate at (if these documents are in languages other than Chinese or English, a Chinese or an English translation should be provided).
- Language ability Certificate: For applicants to non-English-taught programs, a photocopy of certificate of “Test of Chinese as a Foreign Language” (TOCFL) Level 3 or above must be submitted. For applicants to all-English programs, a photocopy of TOEFL or IELTS test scores must be submitted.
- Two letters of reference (recommendation) signed and sealed in envelopes (not from job supervisors, but from the principals, professors, or teachers). Photo copies and email submissions of letters of recommendation will not be considered.
- Motivation letter and Future study plan.
- Duly-signed “Terms of Agreement” for MOFA Taiwan Scholarship Program
- Application time and Selection Process:
- The application period is from 1st February, 2025 through 31st March, 2025.
- The applicants may be invited for interviews while necessary.
- TROB will evaluate all the applications and submit a list of recommendation to MOFA no later than 15th April, 2025
- MOFA will then form a review committee to select recipients and announce the name list no later than 30th June, 2025.
- Successful candidates should submit to TROB the letter of admission to universities/colleges no later than July 15th, 2025. If a candidate fails to do so, he/she will be deemed as renouncing the award and therefore replaced by an alternative candidate.
- TROB issues Award Certificates of scholarship to awardees by 31st July, 2025.
