Passports for Newborn Babies/Stateless Persons and Entry Permits

If a minor applicant wishes to return to Taiwan to apply for nationality, they can use a New Zealand passport to enter Taiwan for processing.

For an adult applicant without household registration who wishes to return to Taiwan to apply for permanent residency, they must enter the country using a Republic of China (Taiwan) passport. It is recommended to apply for a one-year validity passport to enter Taiwan.

Types of Passport Applications :

  • This passport, without household registration, only allows a stay of 3 months, without extension.
  • To stay for 3 to 6 months, please apply for an entry permit. The permit grants a stay of 3 months and can be extended once through the National Immigration Agency.
  • The Ministry of Foreign Affairs issues chip passports through Taipei, with an approval process taking approximately 5 weeks.
  • For urgent return to Taiwan: Please apply for a Certificate of Entry (accompanied by proof of a direct flight ticket or booking confirmation).
  • If you cannot wait for the usual processing time of at least 5-6 weeks: Apply for a locally issued passport with a validity of one year.
  • If you have ample time: Apply for a chip passport with a validity of five years for children or ten years for applicants aged 14 and above.
  • For expedited chip passport processing: If you cannot wait for at least five weeks, you can pay an additional $110 urgent processing fee to have the passport issued in approximately two weeks.
  • Processing times are calculated from the date when all required documents are submitted, without needing additional documents, and from the day the payment is received, not the application date.
  • Unless you pay the NZD $110 urgent fee, applications will be processed in the order they are received. Please do not expedite requests.
  • Review is under the authority of the Taipei office.
  • If Taipei office requests additional documents or rejects the application: Our office will email the applicant for further action and recalculate the processing time as five weeks from the new date.
  • Once the data is sent back to Taipei for review: Any requests for data corrections must first be approved by the Taipei office.
  • Completed passports will be issued by Taipei and mailed back to New Zealand.


DOCUMENTS REQUIRED (Filled out in Chinese)

 

  1. Passport Application Form (Written in Traditional Chinese) :
  2. Photo Required: Two Photos with White Background:
  3. New Zealand Identification Documents (Original & Copy): This includes documents such as New Zealand passports, PR, visas, or citizenship certificates.
    • For Mailing: For New Zealand identification documents, you may choose to mail either the original or a copy.
    • Submitting Copies: Ensure that the original NewZealand passport is signed. For colored copies, including the signature page, write "Certified True Copy" and sign and date the copy. The same applies to other residency documents. Failure to sign and date will delay processing or collection times.
    • Mailing Instructions: Mark the envelope with "Passport Application Team.
  4. Verified birth certificate from this office. This office handles the issuance of documents for the area north of Taupo.
  5. Original and copies of both parents' passports (if one of the parents is a foreign national, the foreign passport must also be provided).
  6. Verified marriage certificate documents, such as a New Zealand marriage certificate verified by this office, or an original household registration certificate issued within the last three months from Taiwan.
  7. Agreement on child's surname. Both parents must sign in the presence of consular staff at this office.
    • If it is inconvenient to handle this in person, please have it notarized by a Notary Public within the jurisdiction and then mail it or authorize someone else to handle it.
  8. This passport does not have a Taiwan ID number and only permits a stay of three months in Taiwan.
  9.  If you need to stay for 3 to 6 months, you need to apply for a resident visa. This visa is valid for 3 months and can be extended once through the Immigration Agency.

For stateless persons applying for a temporary resident visa in Taiwan

DOCUMENTS REQUIRED(Filled out in Chinese)

  1. Application Form for Entry and Exit in the Republic of China (Taiwan):
    • The applicant must complete and sign the form personally.
    • If the applicant is a minor, the form should be completed and signed by the legal guardian. (Written in Traditional Chinese).
  2. Photograph (1 piece):
  3. Valid Passport of the Republic of China (Taiwan)
  4. New Zealand Identity Verification:
    • A New Zealand passport or birth certificate.
    • If the applicant resides outside New Zealand, they must provide an identity verification document from their place of residence, certified by the nearest Taiwan office.
  5. For Minors:
    • Proof of identity and residency for the legal guardian (e.g., New Zealand passport or visa). Also, documents proving the parent-child relationship, such as household registration or birth certificate.
    • For children of divorced parents, a custody consent form or an original and a copy of the court judgment must be submitted. These documents must be certified as true by a Notary Public within our jurisdiction, and then verified by our office.
    • For applicants who are born out of wedlock (where the parents are not married), born before the parents’ marriage, or where the marriage has lasted less than 181 days, please see Certificate of no impediment to marriage or Divorce Decree.
    • Parents should come in person to sign the consent form at our office.


Important Notes:

  • There is no application fee for this process. If no additional documents are required after submission, the processing time is 5-7 working days (excluding holidays and postal time).
  • The temporary resident visa is only available for application from overseas.
  • If you are in Taiwan, you may apply for an extension within 30 days before the current stay expires. Extensions are limited to a maximum of 3 months.
  • If the documents are lost, destroyed, or damaged before entry, you must reapply and pay the new document fee.
  • If documents are lost, destroyed, or damaged after entry, apply for reissuance at the local service stations of the National Immigration Agency or at the immigration office at airports or ports. Reissuance requires a fee of NT$300.
  • Documents required for the application that are produced abroad must be verified by the nearest Taiwan office.

If the Parents Are in Taiwan

  • Applying for a new or renewed a child passport: both of the parents must sign on the form to agree application.
  • In the passport application form, please fill out Section 10 [Contact Information in Taiwan] with the detailed contact phone numbers and address of the parents in Taiwan.
  • Parents should bring their ID cards and household registration certificates to the Ministry of Foreign Affairs' Bureau of Consular Affairs or to any of its local offices to complete the consent form.

If parents are divorced

For children of divorced parents, a custody consent form or an original and a copy of the court judgment must be submitted. These documents must be certified as true by a Notary Public within our jurisdiction, and then verified by our office.

For applicants who are born out of wedlock

Where the parents are not married, born before the parents’ marriage, or where the marriage has lasted less than 181 days, please see Certificate of no impediment to marriage or Divorce Decree.

If you need to register your marriage in Taiwan, please refer to the verification of the New Zealand marriage certificate.
 If you wish to apply for naturalization after entering Taiwan: You can refer to the requirements for permanent residency for stateless persons or visit the National Immigration Agency, R.O.C. (Taiwan) global website for information.

The application cannot be processed if the required documents are not fully submitted.


FEES :

  1. NZ$77.00: For an ordinary passport with ten-year validity.
  2. NZ$53.00: For applicants under 14, and male applicants between the ages of 19 and 37, unless not obligated to attend military service.
  3. NZ$17.00: For applicants who cannot wait for the usual re-issuance time frame, instead, obtain a passport with one-year validity.
  4. Only Eftpos or cash payments are accepted.
  5. Application may be couriered: Please make sure you send us all required documents, our office will get in touch with you via email to provide payment details as soon as your application is received. If you are paying via bank transfer, please ensure to include the case reference number in the transfer details.


DURATION :

  1. Regular passport applications take about 5 weeks. You will be notified via email when it is ready for pickup. Please ensure that the email address field on the application form is clearly filled in. (This does not include holidays, mailing time, or situations requiring additional documents.)
  2. The endorsement of the Overseas Compatriot Identification Certificate on a passport takes approximately 2 weeks. (This does not include holidays, mailing time, or situations requiring additional documents.)
  3. To collect your documents, you must present the receipt. If you have someone else pick up the documents for you, they must show the receipt and their identification.
  4. If you need the documents mailed to a New Zealand address, please prepare a self-addressed postage-paid envelope with tracking, and include the recipient's details. The office is not responsible for delays or losses once the documents are sent.
  5. If there are more than three applicants or if you are applying for additional endorsements or document certifications, consider purchasing a medium or large-sized envelope due to the volume of documents.
  6. For those living in rural or remote areas, additional Rural Delivery Service charges apply.
  7. If expedited delivery is required on a Saturday, you may opt for the Saturday Delivery Service.
  8. Please ensure you keep the tracking number for your own reference to check the delivery status.

WEBSITE

  • Please carefully read and complete the form with clear handwriting on both sides. The applicant must personally sign in Column 11 ("Applicant's Signature") on the back of the application form.
  • For the Chinese name: Write in block letters. The surname should be listed first, followed by a comma, then the given name, with a hyphen in between.
  • Foreign Aliases: If there are no foreign aliases, this section does not need to be filled out.
  • Column 8: For New Zealand identification documents, the passport issuing authority is DIA WLG, visa type is Immigration New Zealand, and the visa document number should be filled in as Client No.
  • Collection Notification: Collection will be notified via email; please ensure the email is written clearly. Hotmail may block the email, so check the spam folder.
  • Column 10: If there is no contact person in Taiwan, select "None."
  • Column 11 Signature Section:
    • Applicants aged 7 and above must sign in Column 11.
    • For those under 7, a parent should write the applicant’s name in Column 11 (and indicate "by parent").
    • For those under 18 (except married individuals), signatures of both legal guardians (parents) are required on the back of the application form, along with copies of identification documents.
    • If parents are divorced, the parent or guardian must provide proof of guardianship.
  • For those using a pre-paid return envelope for collection: Fill in the postal tracking number in Column 12 on the back of the application form.
  • Please keep the postal receipt and tracking number. The office is not responsible for delays or losses after dispatch.
  • In the signature section on the back of the application form on the day of collection: Write the holder's name and the signature of the person collecting the passport in block letters.
