DOCUMENT AUTHENTICATION SERVICE - EXPLANATORY NOTE

Our objective in setting up a document authentication service is to address the requirements of the various government authorities in Taiwan. It is not mandatory for applicants to utilize the authentication service provided by this office and the respective authorities in Taiwan have the discretionary powers to decide on the type of documents required from the applicants, the manner in which it is used and to determine if such documents have to be authenticated by the Taipei Representative Office in Singapore. Thus, to ensure that documents issued in Singapore are accepted for use in Taiwan, it is then the responsibility of applicants to enquire with the respective authorities in Taiwan on whether authentication is needed and if necessary, to present the required documents to this office for authentication purpose.

In principle, we can only authenticate on a “prima facie” that the documents are valid and in order. This is in accordance with international practice. The responsibility of ascertaining if the contents stated in the documents are legitimate and whether they are in compliance with the stipulated requirements does not come under the purview of this office but with the respective government authorities in Taiwan who have requested for submission of the required documents.

Applicants are kindly requested to carefully complete all items in the application form and to present their document of identity for verification. If you have appointed a proxy/agent to act on your behalf, a Power of Attorney (POA) notarized by a notary public in Singapore and authenticated by the Ministry of Foreign Affairs in Singapore has to be submitted to us. Similarly, if an applicant is physically in Taiwan, a Power of Attorney (POA) notarized by a notary public in Taiwan and authenticated by the Bureau of Consular Affairs, Ministry of Foreign Affairs (ROC) has to be submitted or the application for authentication will be declined. Further to above, parents acting on behalf of minors who are below 20 years of age are not required to furnish the POA. However, they must produce documents to prove kinship (eg. birth certificate).

Please be informed that any false declaration of material facts on the application form for authentication service may render both applicants and his/her proxy/agent liable for the offence of document forgery under the Criminal Law of the Republic of China (Taiwan).

Processing time:

For normal and uncomplicated cases, the processing time required is two (2) working day upon acceptance of documents for authentication. For cases which require further verification checks, the processing time will depend on the amount of time required to complete the verification checks. In such cases, the maximum time taken usually does not exceed two (2) months. For documents which have to be despatched to the Ministry of Foreign Affairs in Taiwan or have to be redirected to other relevant authorities in Taiwan for verification checks, the maximum time taken usually does not exceed six (6) months. Our officers will also advise applicants separately on the actual processing time required depending on the nature of the case.

Fees payable for authentication service:

Singapore Dollar cash paid in person

For commercial and personal documents:
S$20 per set

Request for photocopying of documents submitted:
S$10 per set

Urgent processing:
S$10 per set in addition to the standard authentication fee of S$20 per set payable. Processing time will be shortened to half the duration of the normal stipulated time required.

P/s: We do not provide any translation and postage services.

Document Application Form

Power of Attorney:

(1) Original and 1 photocopied set of passport or identity card for ROC citizens. Original and 1 photocopied set of passport and relevant documents evidencing residency in Singapore for foreigners;

(2) Applicant must be physically present at our office to append their signatures on the Power of Attorney (POA). Please do not mail it to our office or get someone else to sign on your behalf);

(3) Two working day (2) for processing and collection of documents. For urgent processing, an additional S$10 per set is payable in addition to the normal authentication fee of S$20 per set and documents can be collected in half a day’s time;

(4) S$20 per set for original documents, S$10 per set for photocopied documents and for urgent processing, an additional S$10 per set is payable on and above the required standard authentication fee of S$20.

Note: The items stated in the POA, description of fixed assets and the scope of representation cannot be amended after you have appointed someone to act as your authorized proxy/agent. Please exercise caution in completing the POA.
(a) Birth or Death Certificate

(1) Original and one photocopied set of passport and document of identity for ROC nationals. Original and one photocopied set of passport and relevant documents evidencing residency in Singapore for foreigners;

(2) Original and two photocopied sets of Birth and Death Certificate issued (English version) by the Registry of Births and Deaths in Singapore. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(3) If you require us to authenticate the translated Chinese version of the Birth and Death Certificate as well, please present the original copy to us and prepare a photocopied set of the same. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(4) The processing time required is one (1) working day. For urgent processing, an additional S$10 per set is payable on and above the standard authentication fee of S$20 per set and documents can be collected in half a day’s time;

(5) The respective fees payable are as follows:

 Original set (English version): S$20 per set
 Photocopied set (English version): S$10 per set
 Original set (Chinese version): S$20 per set
 Photocopied set (Chinese version): S$10 per set
 Urgent processing: $10 per set in addition to the standard authentication fee of S$20 per set payable.

(b) Certificate of Vaccination for New Born Infants/Children

(1) Original and one photocopied set of passport or identity card for ROC citizens. Original and one photocopied set of passport and relevant documents evidencing residency in Singapore for foreigners;

(2) Original and two photocopied sets of Child Vaccination Certificate issued (English version) by Hospitals in Singapore. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(3) If you require us to authenticate the translated Chinese version of the Child Vaccination Certificate as well, please present the original copy to us and prepare a photocopied set of the same. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(4) The processing time required is two (2) working day. For urgent processing, an additional S$10 per set is payable on above the standard authentication fee of S$20 per set and documents can be collected in half a day’s time;

(5) The respective fees payable are as follows:

 Original set (English version): S$20 per set
 Photocopied set (English version): S$10 per set
 Original set (Chinese version): S$20 per set
 Photocopied set (Chinese version): S$10 per set
 Urgent processing: $10 per set in addition to the standard authentication fee of S$20 per set payable.

(c) Marriage Certificate

(1) Original and one photocopied set of passport or identity card for ROC citizens. Original and one photocopied set of passport and relevant documents evidencing residency in Singapore for foreigners;

(2) Original and two photocopied sets of Marriage Certificate issued (English version) by Hospitals in Singapore. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(3) If you require us to authenticate the translated Chinese version of the Marriage Certificate as well, please present the original copy to us and prepare a photocopied set of the same. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(4) The processing time required is two (2) working day. For urgent processing, an additional S$10 per set is payable on and above the standard authentication fee of S$20 per set and documents can be collected in half a day’s time;

(5) The respective fees payable are as follows:

 Original set (English version): S$20 per set
 Photocopied set (English version): S$10 per set
 Original set (Chinese version): S$20 per set
 Photocopied set (Chinese version): S$10 per set
 Urgent processing: $10 per set in addition to the standard authentication fee of S$20 per set payable.

(d) Proof of Student Status, Educational Certificate and/or Educational Transcript

(1) Original and one photocopied set of passport or identity card for ROC citizens. Original and one photocopied set of passport and relevant documents evidencing residency in Singapore for foreigners;

(2) Original certified and one photocopied set of the aforesaid documents issued by an educational institution/school in Singapore. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(3) The processing time required is one (1) working day. For urgent processing, an additional S$10 per set is payable on and above the standard authentication fee of S$20 per set and documents can be collected in half a day’s time;

(4) The respective fees payable are as follows:

 Original set: S$20 per set
 Photocopied set: S$10 per set
 Urgent processing: $10 per set in addition to the standard authentication fee of S$20 per set payable.

(e) Company and Business Transaction Documents

(1) Original and one photocopied set of passport and or identity card for ROC citizens. Original and one photocopied set of passport and relevant documents evidencing residency in Singapore for foreigners;

(2) Original and one photocopied set of the company and its business documents notarized by a notary public in Singapore;

(3) The processing time required is two (2) working day. For urgent processing, an additional S$10 per set is payable on and above the standard authentication fee of S$20 per set and documents can be collected in half a day’s time;

(4) The respective fees payable are as follows:

 Original set: S$20 per set
 Urgent processing: $10 per set in addition to the standard authentication fee of S$20 per set payable.

(f) Certificate of Origin

(1) Original and one photocopied set of passport and or identity card for ROC citizens. Original and one photocopied set of passport and relevant documents evidencing residency in Singapore for foreigners;

(2) Original and one photocopied set of the Certificate of Origin endorsed by the Singapore Chamber of Commerce and Industry. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(3) The processing time required is two (2) working day. For urgent processing, an additional S$10 per set is payable on and above the normal authentication fee of S$20 per set and documents can be collected in half a day’s time;

(4) The respective fees payable are as follows:

 Original set: S$20 per set
 Photocopied set: S$10 per set
 Urgent processing: $10 per set in addition to the standard authentication fee of S$20 per set payable

(g) Documents issued by the Government of Singapore (eg. Tax statement, Certificate of No Criminal Conviction) and documents issued by private organizations in Singapore (eg. hospital bills, medical diagnosis, medical screening report, bank account information and proof of financial capability)

(1) Original and one photocopied set of passport or identity card for ROC citizens. Original and one photocopied set of passport and relevant documents evidencing residency in Singapore for foreigners;

(2) Original and one photocopied set of the aforesaid documents (English version). Documents issued by private organizations have to be notarized by a notary public in Singapore. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same.

(3) If you require us to authenticate the translated Chinese version of the aforementioned documents as well, please present the original copy to us and prepare a photocopied set of the same. If you need to apply for a duplicate set of the document, please prepare two more additional photocopied sets of the same;

(4) The processing time required is two (2) working day. For urgent processing, an additional S$10 per set is payable on and above the standard authentication fee of S$20 per set and documents can be collected in half a day’s time;

(5) The respective fees payable are as follows:

 Original set (English version): S$20 per set
 Photocopied set (English version) : S$10 per set
 Original set (Chinese version): S$20 per set
