Those who has overstayed in Taiwan must submit a document explaining why he/she has overstayed in Taiwan.
Online Application for R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior.
Citizens of Cambodia, India, Indonesia, Laos, Myanmar, and Vietnam can apply online for an R.O.C. (Taiwan) Travel Authorization Certificate from the National Immigration Agency, Ministry of the Interior.
* In alignment with the Ministry of Foreign Affairs’ adjustment to the visa policy, starting 10:00 a.m. on September 14, 2023, Vietnamese passport holder submits application with a visa, resident certificate or permanent resident certificate issued by Japan/Korea as supporting document will no longer be eligible for a Travel Authorization Certificate (TAC). To those who have been granted TAC before or on September 14, 2023, still may enter Taiwan, subject to inspection by the National Immigration Agency, by presenting the valid TAC and related documents required.

Foreign passport holders who had ever engaged in the jobs specified in items 8 to 10, paragraph 1, article 46 of Employment Services Act or who come from the " designated countries "(please refer to Procedures for Nationals of the Designated Countries Applying for Visitor Visas to the Republic of China(R.O.C.) )are not eligible for visitor visas for studying Chinese purpose.
3. Those who enter Taiwan under the visa-exemption program, with a landing visa or a visitor visa for other purposes than “studying Chinese” and those who have already resided in Taiwan for other purposes are not eligible for converting to a visa for the purpose of “studying Chinese” in Taiwan.
4. Those who have already studied Chinese for 4 months and carry on with their enrollment for at least 3 months, if with other conditions also qualified for a residence visa, may submit their application(at least 1 week earlier before the end of the legal stay of their visitor visa)to the Bureau of Consular Affairs or one of the branch offices of the Ministry of Foreign Affairs in Taichung , Kaohsiung, Chiayi or Hualien for converting to a residence visa (Please refer to RESIDENT VISAS FOR STUDYING MANDARIN CHINESE). 8 working days are required for processing the application for a resident visa.
5. A certificate of admission issued by accredited language center does not guarantee visa issuance.

4. Persons legally in Taiwan under a visa waiver for exchange studies may enter the country without a visa. Those having entered under a visa-waiver arrangement or on a landing visa or e-visa, as well as those who have entered the country on a visitor visa granted for reasons other than study, may not then apply to change their visitor (or resident) visa to one for which study is the reason, nor may they apply to extend their stay for study purposes.
5. Persons not enrolled as full-time students may not apply for a visitor visa on the grounds of study.
6. Obtaining a school admission permit does not guarantee the issuance of a visa. Issuance of a visa does not guarantee entry into the ROC (Taiwan).

4. Those who enter the R.O.C. (Taiwan) on a Resident Visa or get a Resident Visa after having arrived in the R.O.C. (Taiwan) must apply for an Alien Resident Certificate and Re-entry Permit at local service centers of National Immigration Agency. The former must apply within 15 days from the next day of arrival, and the latter must apply within 15 days from the Resident Visa issuance date. Duration of stay is noted on the Alien Resident Certificate.
5. Applicants who enter the R.O.C. (Taiwan) via visa exemption and have obtained a work permit for fulfilling contract purpose issued before or within 30 days of their entry may apply to the Bureau of Consular Affairs or any of its Central, Southwestern, Southern, or Eastern Taiwan Offices for an extendable Visitor Visa. For others who obtains work permits (exclude fulfilling contract purpose) granted for a period over 6 months, shall apply for their residency directly to the National Immigration Agency according to the “Act for the Recruitment and Employment of Foreign Professionals.”

3. Those who enter the R.O.C. (Taiwan) without a visa or with a landing visa and those who currently stay in the R.O.C. (Taiwan) as blue-collar workers may not apply for a Resident Visa on the ground of joining spouse.
4. Those who enter the R.O.C. (Taiwan) on a Resident Visa or get a Resident Visa after having arrived in the R.O.C. (Taiwan) must apply for an Alien Resident Certificate and Re-entry Permit at local service centers of National Immigration Agency. (Taiwan), Alien Permanent Residence Certificate, Alien Residence Certificate, or other kinds of residence permits issued by the National Immigration Agency are required if the individual, whom the applicant intends to join with, is an R.O.C. (Taiwan) citizen without household registration, a foreigner having obtained APRC or ARC, a Hong Kong or Macau resident, or a Mainland Chinese citizen.
